MEA Apostille vs MEA Attestation: Which Do You Need?
Two different routes, and picking the wrong one costs you weeks. Here is how to tell which one your destination actually wants.
Read the guideThe central government stamp every Indian document needs before it can be used abroad.
MEA attestation is the Ministry of External Affairs confirming that the state-level authority which signed your document is genuine. It is the hinge of the entire process: no embassy in New Delhi will attest an Indian document that has not first been through the MEA.
A point that catches many people out is what the MEA is actually verifying. It does not examine your degree or your birth certificate. It verifies the signature of the authority below it — the state HRD department, the Home Department, the SDM or the Chamber of Commerce. That is why state verification must always be completed first, and why a document submitted without it is refused at the counter rather than merely delayed.
The MEA operates from the CPV Division in New Delhi and no longer accepts documents directly from the public; submissions are made through authorised agencies. In practice this means that whether you live in Delhi or Dubai, your document reaches the MEA through a representative, and the quality of that representative determines whether it comes back attested or comes back rejected.
Most of our document attestation clients live outside India. They courier their original certificates to our New Delhi office by DHL, FedEx or any courier, we take them through state verification and the MEA, and we courier them back once every stamp is complete.
The MEA itself is fast — usually two to four working days once a document reaches it. Almost all of the waiting happens before that point, at the state stage.
For educational documents, the state HRD department writes to your issuing university and waits for written confirmation. Some universities answer within a week; others take a month. This is the single largest variable, and it is determined by your university, not by us or by the MEA.
Personal documents are quicker because SDM or Home Department authentication does not require third-party confirmation. Commercial documents are quickest of all, since a Chamber of Commerce can usually verify a company the same week.
Submitting without state verification. The most frequent rejection by a wide margin. The MEA cannot verify a signature that is not there.
Laminated documents. A laminated certificate cannot be stamped. It must be de-laminated first, which risks damage, or a fresh copy obtained from the issuing authority.
Assuming an apostille works everywhere. It does not work in any Gulf country. Sending an apostilled document to Dubai means starting again.
Name mismatches. If your passport says one spelling and your degree says another, expect questions. Tell us in advance and we will handle it rather than discover it at the counter.
HRD for educational documents, Home Department or SDM for personal documents, Chamber of Commerce for commercial ones.
We submit the verified original to the Ministry of External Affairs on your behalf.
The MEA applies its attestation stamp, or an apostille sticker if your destination is a Hague country.
Either sent on to the destination embassy, or couriered straight back to you.
Indicative only — we confirm exact timelines for your specific document and state before you commit.
| Category | What is involved | Typical timeline |

| Personal documents | Birth, marriage, death, PCC, affidavits | 3-7 working days |

Read the guideThe UAE is not an apostille country. Indian documents need a full attestation chain, and most of it has to happen in India.
Read the guideNot quite. Both are issued by the Ministry of External Affairs, but an apostille is a specific numbered sticker used only for Hague Convention countries. A normal MEA attestation stamp is used for everywhere else, and is then followed by embassy attestation.
No. The MEA only verifies the signature of the state authority beneath it. If that verification is missing, the document is rejected at the counter rather than queued.
No. The original document must be submitted, because the stamp is applied to the document itself. This is why originals are sent to us by tracked courier and returned the same way.
It depends on the state verification required and whether embassy attestation follows, so we quote on enquiry rather than publishing a price. You get the full figure up front, including government and embassy charges, so nothing is added later; courier to and from us is paid by the client.
The MEA stage itself can sometimes be expedited, but the state verification before it usually cannot, because it depends on a university or state office replying. If you have a hard deadline, tell us at the outset and we will say honestly whether it is achievable.
Send us the document and the destination country. We will reply within one working hour with the exact process, timeline and cost.
