Kuwait sits outside the Hague Convention, so an apostille has no standing there. Documents need state verification, MEA attestation, Kuwait Embassy attestation in New Delhi, and MOFA attestation in Kuwait.

Kuwait is strict about educational documents in particular. Degrees are frequently checked against the issuing university, and the Kuwait Cultural Office may run its own equivalency assessment before a qualification is recognised for employment.

Why the apostille route is closed for Kuwait

Kuwait is not a party to the Hague Apostille Convention (HCCH status table, checked September 2026). An apostille has no standing there, whatever a courier or a template letter may suggest, so documents follow the full chain: state verification, MEA attestation, attestation by the Kuwait Embassy in New Delhi, and legalisation by the Ministry of Foreign Affairs in Kuwait.

This has not changed while several of Kuwait’s neighbours have changed around it. Saudi Arabia joined the Convention in 2022, and Bahrain and Oman are members too, so guidance written for “the Gulf” as a single block is now wrong more often than it is right. Kuwait, Qatar and the UAE are the ones still outside it.

What we will not pretend to know

Embassy-level requirements in New Delhi change without announcement: the form, the fee, the submission days, whether a covering letter from the employer is wanted, whether a copy is accepted alongside the original. Kuwait’s ministry websites are not consistently reachable from India, and we would rather confirm a requirement with the mission than publish a checklist that quietly goes stale.

So we check the current requirements with the Kuwait Embassy before your file is submitted, and tell you what they are for your document. If a consultancy repeats embassy requirements straight from a webpage without checking them, treat that with caution.

Degree equivalency is a separate process

For employment and professional registration, Kuwait assesses foreign qualifications through the Kuwait Ministry of Higher Education, which runs its own equivalency service. That is separate from attestation and is handled inside Kuwait, usually by the employer or the applicant once they are there.

How the Indian side works

On the Indian side the Ministry of External Affairs does not accept documents directly from individuals at its counter; submissions are made through its outsourced agencies. State verification has to come first, because the MEA verifies the signature of the state authority beneath it rather than examining the certificate itself.

Government charges, embassy charges, our service charge and courier all depend on the document, the issuing state and how many certificates you send, so we quote on enquiry rather than publishing a price list. Courier to and from us is paid by the client.

What affects the cost of Kuwait attestation

Kuwait is a full-chain destination: state verification, MEA attestation, Kuwait Embassy attestation in New Delhi, then MOFA in Kuwait. Each stage carries its own charge, and the embassy’s is set by Kuwait and applied per document.

Educational documents are the expensive case here. Kuwait examines degrees carefully, so HRD verification with your issuing university is unavoidable, and that is the stage that both costs most and takes longest. Birth, marriage and police certificates skip it.

The MOFA stage happens in Kuwait rather than India, which means it depends on arrangements at that end. We will tell you plainly what that involves for your case before you commit to anything.
