HRD & Home Department Attestation
State-level verification — the compulsory first step, and the one that decides your timeline.
HRD attestation is the state stage of the attestation chain, and the stage where most of the waiting happens. Before the Ministry of External Affairs will touch your document, the state that issued it must verify it. Which department does that depends entirely on the document type, and getting the wrong one wastes weeks.
Educational documents go to the state HRD (Human Resource Development) department, which writes to your university to confirm the certificate is genuine. Personal documents go to the state Home Department or to an SDM. Commercial documents go to a Chamber of Commerce.
HRD verification is the slowest and least predictable stage of the entire process, because it depends on how quickly a university responds to a letter. This is where experience with a particular state and a particular university saves the most time — knowing who to follow up with, and how often.
Who needs this
- Graduates taking a degree, diploma or mark sheets abroad
- Nurses, doctors and engineers registering with an overseas council
- Anyone whose personal certificate needs SDM or Home Department authentication
- Applicants whose documents were rejected by the MEA for missing state verification
- Anyone whose university is in a different state from where they now live
HRD or SDM — which one applies?
For some destinations and some document types, SDM authentication is accepted in place of HRD. It is considerably faster, because an SDM verifies the document directly rather than writing to the university.
But many countries, and most Gulf licensing authorities, insist specifically on HRD for educational documents. Nursing and medical councils in particular almost always require it. Choosing SDM to save two weeks and then being told it is not accepted costs a month, not a fortnight.
We will tell you which route your specific destination and profession requires before you commit, rather than choosing the faster one and hoping.
Which state handles your document
Always the state where the document was issued, never the state where you currently live. A degree from a Maharashtra university goes to Maharashtra HRD even if you have lived in Delhi for a decade.
This matters practically because processing speeds differ enormously between states. We handle documents from every state, and we will tell you at the outset what that particular state's current turnaround looks like.
How HRD and MEA attestation fit together
People search for “HRD and MEA attestation” as though it were one service. It is not. They are two separate stages, at two different levels of government, and they happen in a fixed order: state first, centre second.
HRD is the state stage. The Human Resource Development department of the state that issued your certificate writes to your university and waits for written confirmation that the degree is genuine and that the record matches. This is the stage that establishes your document is real, and it is the slow one.
MEA is the central stage. The Ministry of External Affairs does not contact your university at all. It checks the state official’s signature against specimens it holds on file, and if it matches, it attests or apostilles the document. Two to four working days, usually.
That is why the order cannot be reversed, and why the MEA will not look at a document that has no state authentication on it. The MEA has no relationship with your university and no way to verify a degree directly — it is verifying the state, and the state verified the university.
For personal documents the same shape applies with a different first stage: Home Department or SDM authentication instead of HRD. For commercial documents it is the chamber of commerce. The pattern is always the same — someone at state level vouches for the document, then the MEA vouches for them.
Practical consequence: when you are quoted a timeline for “HRD and MEA attestation”, almost all of it is HRD. If someone promises you the pair in three days, they are either using the SDM route instead, or the promise is not real.

Frequently asked questions
The HRD department writes to the issuing university and waits for written confirmation. Some universities reply within days, others take weeks. We follow up directly with the university to keep it moving, but the underlying timeline is theirs.

No. The verification is between the HRD department and the university. We follow up on your behalf and keep you informed of progress.
It is still usually possible, through the successor institution or the state university that absorbed it. Tell us the details and we will confirm the route before taking the job.
