Qatar is outside the Hague Convention, so documents require the complete legalisation chain rather than an apostille. After state verification and MEA attestation, the Qatar Embassy in New Delhi attests the document, and MOFA in Doha completes it.

Qatar's requirements are strict on document format. Certificates that are laminated, damaged, or issued in a format the embassy does not recognise are returned rather than processed, so we check the physical document before submitting anything.

What Qatar requires before it will attest anything
Qatar is not a party to the Hague Apostille Convention (HCCH status table, checked September 2026), so the apostille route is closed and the full chain applies. The Qatar Ministry of Foreign Affairs states the condition plainly for academic documents: certificates issued outside Qatar must have been attested by the foreign ministry of the country of origin, or one of its authorised agencies, before Qatar will touch them. In Indian terms, that is MEA attestation, and it cannot be skipped.
Qatar also expects the paperwork to end with a Qatari seal from abroad: documents must carry seals and signatures ending with one from a Qatari mission overseas or a foreign mission accredited in Qatar. For an Indian certificate, that means the Qatar Embassy in New Delhi signs before anything reaches Doha.
The two routes into Doha
Qatar publishes two routes. The usual one for an Indian certificate runs through the Qatar Embassy in New Delhi and then the Ministry of Foreign Affairs in Doha. Qatar also operates a service for completing attestation while a document is still abroad, where the ministry sends the document to the Qatari mission in that country. Each route carries its own government charges, which we confirm when we quote.
On the Indian side, the Ministry of External Affairs does not accept documents over the counter from the public at all; submissions are made through its outsourced agencies. Travelling to Delhi to hand a certificate in personally achieves nothing.
Degrees: recognition matters as much as attestation
For employment in Qatar, an attested degree is not automatically a useful degree. Qatar’s requirements state that a university qualification should come from an institution accredited and recognised by Qatar’s Ministry of Education and Higher Education, and a bachelor’s degree issued outside Qatar is expected to be submitted together with its transcript.
That is worth checking before you spend anything on legalisation. Attestation proves your certificate is genuine; it does not make an unrecognised institution recognised. If your employer has not confirmed that your university is on Qatar’s list, ask them first — and keep your mark sheets with the degree, because the transcript is expected alongside it.
Practical timing
Qatar’s Department of Consular Affairs works Sunday to Thursday, and its consular service centre closes at 1 p.m.; the Gulf working week is one of the quiet reasons Gulf attestation takes longer than people expect. Add Qatari public holidays, and the mission’s own submission days in New Delhi, and the calendar rather than the queue often decides your completion date.
The largest variable is still on the Indian side. Educational documents wait on the state HRD department writing to your university; personal documents authenticated by the Home Department or an SDM move faster.

Document type is the other lever. Qatar scrutinises educational documents closely, so a degree goes through full HRD verification with your university — slower, and occasionally carrying a university charge of its own. Personal documents avoid that stage.
