Why an apostille is not enough

The UAE is not a member of the Hague Apostille Convention, so it does not accept apostilles. Indian documents used in the UAE, for employment visas, family sponsorship, school admissions or equivalency certificates, need attestation through a chain of authorities instead.

This is the single most expensive misunderstanding in this business. Someone pays for an apostille because a website said it is the modern replacement for attestation, sends it to Dubai, and is told it means nothing there. The work has to be done again from the beginning.

The attestation chain

• State attestation by the state education or HRD department for educational certificates, or the home department for personal documents.
• MEA attestation by the Ministry of External Affairs in New Delhi.
• UAE Embassy attestation at the Embassy of the UAE in New Delhi.
• MOFA attestation by the UAE Ministry of Foreign Affairs, completed after the documents reach the UAE.

The first three steps must be done in India. Only the final MOFA step is done in the UAE.

When the UAE asks for this

• An employment visa. Your employer or the PRO handling your file asks for an attested degree, usually at the point the offer becomes a visa application.
• Family sponsorship. To sponsor a spouse you will normally need an attested marriage certificate; for children, attested birth certificates.
• School admission. Schools ask for attested birth certificates and, when a child is transferring, attested transfer and previous school records.
• Equivalency of a qualification. Where a regulated profession or a government role requires your degree to be recognised in UAE terms.
• Professional licensing. Health authorities in particular apply close scrutiny to educational documents and to the verification behind them.

In almost every case the request arrives with a deadline attached, and almost always from someone who assumes it is a week's work. It is usually not. Ask us for a realistic timeline on the day you are asked, not the week before the deadline.

Equivalency is a separate process

Attestation and equivalency are different things and people conflate them constantly.

Attestation proves your certificate is genuine. Equivalency is an assessment by the relevant UAE ministry that decides what your qualification is equal to in the UAE system. Some roles need only the first; regulated and government positions often need both.

Equivalency generally requires attested documents as its input, so the order is fixed: attestation first, then equivalency. Employers sometimes ask for equivalency without realising it presupposes a completed attestation chain, which is why a request that sounds like one job turns out to be two.

Sending documents from the UAE

Many clients are already working in Dubai, Abu Dhabi or Sharjah when their employer asks for attested certificates. Send us scans first. Then courier the originals from the UAE by DHL, Aramex, FedEx or any tracked courier. Mailing and return courier costs are paid by the client. Once the Indian and UAE Embassy steps are complete, we courier the documents back for MOFA attestation.

Aramex and DHL are the most common choices from the Emirates and both are reliable into New Delhi. Whichever you use, keep the tracking number and send it to us so we can watch for the delivery rather than waiting to be surprised by it.

How long it takes, honestly

The Indian side is the long part, and within it the state stage dominates. An educational document goes through HRD verification, where your university has to confirm its own record in writing. That is the stage nobody can accelerate.

Personal documents - birth, marriage, police clearance - move considerably faster, because the Home Department or SDM route does not require anybody to be written to.

The UAE Embassy stage in New Delhi is short and predictable. MOFA at the other end is quick once the documents are in the UAE. If a timeline slips, it will almost certainly have slipped in India, at the university.

We would rather give you our honest expectation than the one you would prefer to hear, and we will tell you as soon as something looks like it is running late rather than waiting for you to ask.

Commercial documents

Company documents such as invoices, certificates of origin and powers of attorney follow a different route, usually through a chamber of commerce before MEA and embassy attestation. Tell us what the document is for and we will confirm the steps.

Commercial work is also priced and planned per consignment rather than per document, because the count, the document types and what the UAE end needs all move the shape of the job. Send us the list and we will set out the route before anything is submitted.

What goes wrong, and what to do about it

• An apostille was done instead of attestation. It has to be redone as attestation. The apostille sticker on the document does not prevent this.
• The degree is in a maiden name. The marriage certificate is attested alongside as a linking document. Start both together.
• The certificate is laminated. Stamps cannot be applied. Tell us before sending, because removing lamination sometimes damages the document.
• Only the degree was sent. HRD verification often needs mark sheets too. Sending them at the start avoids a second shipment from the UAE.
• The employer changes the requirement mid-process. It happens. Tell us as soon as you hear; some stages can be adjusted, others cannot once submitted.
