DataFlow or Attestation: Which Does a Gulf Healthcare Job Need?

Both, usually - but for different authorities, and one of them does not need your documents attested at all.

Published · 8 min read

DataFlow or attestation for Gulf healthcare work: two cards side by side — DataFlow, shown as a document under a magnifying glass, verifies with the source for your health licence; attestation, shown as three numbered stamps in sequence, is for your visa and employer. A badge between them reads “often both”

If you are an Indian nurse, pharmacist, technician or doctor with a job offer in Saudi Arabia, the UAE, Qatar, Kuwait, Oman or Bahrain, two separate things have to happen to your degree certificate. They run at the same time, cost money, take weeks, and involve the same piece of paper — which is why almost everyone assumes they are one process, or that doing one covers the other.

They are not the same, and the most expensive version of the mistake is paying to have documents attested in order to pass DataFlow. DataFlow does not ask for attested documents and never has.

The two processes, side by side

One is about your licence to practise. The other is about your visa and residency. Different authorities, different purposes, different paperwork.

DataFlow does not require attestation, and says so itself

This is the part worth being unambiguous about, because a great many agencies sell “DataFlow attestation packages” that conflate the two.

The DataFlow Group’s own published FAQ states that it does not require document attestation or apostilling for Primary Source Verification. Plain scans are accepted.

The reason is simple once you see what DataFlow does. It does not examine your certificate to judge whether it looks genuine. It writes to the institution that issued it and asks directly. A stamp on the paper tells it nothing it is not already finding out at source.

So if anyone quotes you for attestation in order to clear DataFlow, that specific justification is wrong.

Why you almost certainly still need attestation

None of the above means you can skip attestation. It means attestation is for something else.

The employment visa and the residency permit — the Iqama in Saudi Arabia, the work-visa stamping elsewhere — sit with the employer, the labour ministry and the embassy, not with the health regulator. That side of the file is where legalised documents are needed, and completing DataFlow does nothing for it.

In our experience of handling these files, the two have always been required independently: a nurse who has cleared DataFlow and holds an eligibility letter still cannot complete her visa without properly attested educational documents, and a nurse with perfectly attested documents still cannot sit the licensing exam without DataFlow.

We will be straight about the evidence here, because it matters. That DataFlow does not need attestation is published by DataFlow. That the visa does need it is what we see in practice and what every specialist source states — but we have not found a Saudi, UAE or Qatari government page that says it in those words. Confirm it with your employer or the authority processing your visa rather than taking anyone’s blog, including this one, as the final word.

Which authority handles which country

Useful to know, because the regulator decides whose portal your DataFlow report goes to, and the portal is usually where the process stalls.

CountryHealth regulatorNotes
Saudi ArabiaSCFHSRuns through the Mumaris+ portal, with DataFlow integrated behind it. A Prometric exam follows.
DubaiDHADataFlow first, then an eligibility letter, then the exam is booked through Prometric.
Abu DhabiDOHThe PSV report is uploaded to the DOH portal.
Other emiratesMOHPSV required before a licence to practise is issued.
QatarDHPAccepts more than one verification provider, not only DataFlow. A report from one provider cannot be moved into another provider’s system.

Saudi Arabia is also the one country on this list where the attestation side is now simpler: it joined the Apostille Convention in December 2022, so an MEA apostille replaces the old embassy and MOFA chain. The UAE, Qatar and Kuwait still need the full route.

The mistake that fails more Indian nurses than any other

A recurring cause of an Unable to Verify result has nothing to do with attestation and nothing to do with whether your qualification is genuine.

It happens when your state nursing council registration is in one state and your diploma or degree was awarded in another. The verifier writes to the council where you are registered, that council has no record of a qualification it never issued, and the response comes back negative.

It is a routing problem, not a credentials problem, and it is fixable — but it is far easier to pre-empt than to unpick after a negative report has been filed. If your registration state and your awarding university do not match, say so at the start, and make sure both bodies are identified separately in the application.

One exemption worth checking, not relying on

For non-professional and lower-skilled trades, some Gulf states route workers through a Skill Verification Programme instead, which may accept employer letters and trade testing in place of full degree attestation.

We flag this because it exists, not because we can vouch for it. It does not apply to regulated healthcare roles, the rules differ by country and occupation, and the only reliable answer is from the employer or the relevant ministry. Do not plan around it on the strength of this paragraph.

What to do, in order

  • Ask your employer which of the two they are arranging. Many Gulf employers run the DataFlow side themselves and expect you to handle attestation. Some do the reverse. Finding out first saves paying twice.
  • Do not buy attestation to clear DataFlow. Scans are enough for that stage.
  • Start the state authentication early. HRD or SDM verification is the slowest stage of the attestation chain, because the state writes to your university and waits. It is the part most likely to miss your joining date.
  • Check your registration state against your awarding university before DataFlow is filed.
  • Keep the two timelines separate in your head. DataFlow clearing does not mean your visa paperwork is moving, and vice versa.

What we do and what we do not

We handle the attestation chain: state HRD or SDM verification, MEA attestation or apostille, and embassy and MOFA stages where the destination needs them. For Gulf healthcare workers that is the visa and residency side of the file.

We are not a DataFlow agent and we do not submit PSV applications. That is between you, your employer and the verification provider, and anyone offering to “get you through DataFlow” for a fee is selling access to a process you can file yourself.

What we will do without charge is look at your documents and tell you which stages your specific case actually needs, so that whatever you pay for is the thing you were going to be asked for anyway.

Questions

Frequently asked questions

No. The DataFlow Group’s own FAQ states that document attestation or apostilling is not required for Primary Source Verification. Plain scans are accepted, because DataFlow verifies with the issuing institution directly rather than inspecting the paper.

Because it is for a different authority. DataFlow serves the health regulator that licenses you. Attestation serves the employer, the labour ministry and the embassy that issue your employment visa and residency permit. Completing one does nothing for the other.

Not for the visa. In every Gulf healthcare file we have handled, legalised educational documents were required separately. Confirm with your employer or the authority processing your visa, since neither we nor any agency can speak for them.

They are independent and can run in parallel, which is usually what you want given the deadlines involved. If you have to choose, start the state HRD or SDM stage of attestation first, because it is the slowest and least predictable part of either process.

Frequently because your nursing council registration is in a different state from the one that awarded your qualification, so the verifier wrote to a council with no record of it. That is a routing problem rather than a problem with your credentials, and it can be corrected.

No. Saudi Arabia runs it through SCFHS and Mumaris+, Dubai through DHA, Abu Dhabi through DOH, the other emirates through MOH. Qatar’s DHP accepts several verification providers, and a report from one cannot be transferred into another’s system.

No. We handle the attestation and legalisation chain only. We are not a DataFlow agent, and PSV is something you or your employer file directly.

No. Saudi Arabia joined the Hague Apostille Convention in December 2022, so an MEA apostille is now sufficient and the old embassy and MOFA stages are no longer required. The UAE, Qatar and Kuwait still need the full chain.
