Recently changed. Rwanda joined the Hague Apostille Convention in June 2024. Guidance published before then — including plenty still online — will tell you that full embassy legalisation is required. It is not, and paying for it would be wasted money.
Attestation route for Rwanda
As a Hague Convention country, Rwanda accepts a single apostille from the Ministry of External Affairs. There is no embassy stage, which makes it both cheaper and faster.
Typical timeline: 3–15 working days, depending on document type. We confirm an exact estimate for your specific document and issuing state before you commit.
One practical point: the mission normally closes on Rwanda’s national day (July 4) as well as on Indian public holidays. If your deadline is tight, that is worth allowing for.

Yes. Rwanda is a party to the Hague Apostille Convention, so an apostille issued by India's Ministry of External Affairs is accepted directly. No attestation by the Rwanda mission in New Delhi is required. Rwanda joined in June 2024, so older guidance published before that date may still tell you that full embassy legalisation is needed. It is not.
HRD verification in the state that issued it, then MEA apostille. Typically 3 to 15 working days, depending on document type end to end, and the university's reply to the HRD department is the part that varies most.
